English Language School Board adopts new School Change policy
The English Language School Board released a Proposed Board Governance Policy – School Change in June 2015 and offered the public an opportunity to comment until October 2, 2015. PEI Home and School Federation submitted feedback in advance of the deadline, and the board went on to formally adopt the policy at its meeting on October 27, 2015.
The followed sections of the policy were changed between the draft policy and the policy that was adopted, based on feedback provided by PEI Home and School Federation:
- A new clause, 1.2, was added: "The English Language School Board recognizes that schools are interconnected with the communities that surround them and close relationships between home, school and community positively affect public education."
- Clause 5.1 had "the president or chair of the school’s school council/home and school association/parent advisory group." and "The Prince Edward Island Home and School Federation" added to the list of those notified of a resolution.
- Clause 10.5 had "the president or chair of the school’s school council/home and school association/parent advisory group." and "The Prince Edward Island Home and School Federation" added to the list of those notified of a resolution.
- A new clause, 11.3, was added: "A parent representative(s) will be invited to work with the Transition Committee where appropriate." (although this is not a complete fulfilment of the Federation's request).
Changes unrelated to feedback from PEI Home and School Federation:
- Clause 1.4 (1.3 in the draft) had "including but not limited to" added.
- Clause 12.4 had "with the exception of section 12.2" added.
Recommendations from PEI Home and School Federation that were not incorporated into the adopted policy are:
- The addition of "changes in the educational, behavioural, socio-economic, and/or language composition of a school population, or other related factors, that substantially change the challenges presented to educators in the school, and prevent the equitable access to programs and services." to clause 1.3 ("A school change covered by this Policy may be initiated due to factors such as…").
- Modifications to clause 9.5 that would expand outline steps to ensure constructive public engagement as part of public meetings.
- A request that a representative of the home and school association or school council from each affected school, as well as the PEIHSF regional director for the family of schools, be added to the "Transition Committee" (although section 11.3 was added to provide optional "parent representative(s)".)
- Provision of open digital data to aid external organizations in contributing to the process.
- Expansion of transition committess to include Category I changes.
- A request to specify "parents and guardians" instead of "parents" where they are references.
