January 2009 : Review of the Instructional Staffing Model for the Elementary & Secondary Public School System
This report was prepared for the Department of Education and Early Childhood Development by Gar Andrew in 2009, but was never publically released nor acted on. The CBC obtained a copy via a Freedom of Information request in 2014.
From its introduction:
In March of 2008 the Department of Education and Early Childhood Development initiated a review of the instructional staffing model. The model was implemented in the 2004-05 school year and has reached full implementation for the 2008-09 school year. The purpose of the review was to make recommendations on components of the model that needed enhancements, based on consultations with the partners in the elementary and secondary school system and consideration of recent changes to staffing models or guidelines in other jurisdictions. The intent was to recommend adjustments and was not intended to be a major rewriting of the model.

December 2008 through February 2009
Eastern School District
The Superintendent of Education of the former Eastern School District presented his School Organization Plan to the Eastern School District Board of School Trustees on January 7, 2009. This report includes recommendations for reorganizing a number of schools within the Eastern School District. On February 10, in response to a request from the Board, he presented a Supplementary Information report.

August 2008 Schools for Tomorrow: Building and Sustaining High Quality Education Programs
A Report prepared for the Department of Education and Early Childhood Development, the Eastern School District, the Western School Board and La Commission scolaire de langue française and released August 27, 2008.

This report is in response to the need for comprehensive, wide-ranging school organization plans by school districts. It is a collaboration between government and school districts to examine the effects of changing enrollments, learn from the experiences of others, identify a framework for change that maximizes the educational opportunities for students, and establish a focal point for dialogue.
